The next RCHCA Meeting is scheduled for Wednesday, October 8, 2003. Our meeting will run from 7:30 - 9:00 p.m. and will be held at Grace Episcopal Day School (9411 Connecticut Ave.). Babysitting will be provided.

· Rock Creek Hills selection for the County's FY2003 Renew Montgomery Program (i.e., repair of deteriorated sidewalks, curbs and gutters & other infrastructure)

We hope that everyone had an enjoyable summer and feel energized, independent of Pepco. Now that we all (hopefully) have power back, as well as internet service, it’s more or less back to normal. Having the kids already miss several days of school before we even turn the heat on, much less seeing the snow fall, is a bit of a concern for parents who plan vacations based on the current school year schedule. We suspect that the kids didn’t mind as much.
Among the community events sponsored each year by RCHCA is the Concert in the Park, which was just held on September 28, and the upcoming Halloween Parade and Potluck on October 26 (see below for details). We apologize for not getting our newsletter out in advance of the September 28 Concert. Between busy schedules and our extended “disempowerment”, we just ran out of time. Mea culpa! Thanks to all who helped make the Concert a success.
As always, volunteer organizations require sufficient numbers of volunteers. In addition to our Executive Board, for which elections will be held at our next meeting in January, we also have openings for two appointed positions/liaisons:
· Legislative, Planning & Zoning: A neighbor who will communicate RCHCA concerns and positions on relevant issues to various legislative, planning and zoning officials and who will keep the community informed as such issues are being addressed
· Membership/Welcoming: A neighbor who will greet new residents and provide them with our welcome package of information and convey the spirit of community

Halloween Parade and Pot-Luck – This increasingly popular event takes place Sunday, October 26. The parade begins at noon. Families should gather at Rock Creek Hills Park (aka, Circle Park, Saul Road Park, Soccer Park, etc….) at 11:45 am. The Kensington Volunteer Fire Department will lead a parade through the neighborhood (assuming they’re not busy), ending at the corner of Saul and East Bexhill around 12:30. For purposes of the pot-luck, families are asked to bring the following:
A-L: desserts
M-Z: sides or salads
RCHCA will provide hamburgers, hot dogs, and beverages, and will arrange for a moon bounce, cotton candy, popcorn, arts & crafts, and a hay ride. Contact Eden Fisher Durbin for details or to volunteer (edendurbin@comcast.net).
As you are aware, an updated RCHCA Community Directory was published last spring and each household should have received a copy. Please be sure you make note of any corrections, additions or changes and send them in writing to Sam Hoxie (9711 E. Bexhill Drive), or by email to samhoxie@comcast.net.

Progress has finally been made!!! A public information official at the Federal Railroad Administration (FRA) confirmed that in mid-September, Final Rules governing the establishment of Quiet Zones were sent from the Department of Transportation to the Office of Management and Budget (OMB). Without committal (of course), he said the process of going through OMB typically takes up to 90 days. Once OMB gives its approval, the FRA will publish procedures and designate offices for interested communities to contact and receive guidance about how to proceed with this process.
Once the Final Rules are published, consistent with the RCHCA resolution passed at our Spring 2002 meeting, we will again contact public officials and ask them “to consider the feasibility and appropriateness of establishing a ‘quiet zone’ at the Forest Glen Crossing intersection.” Interested parties are encouraged to contact Joe Rosenberg (301-495-9821).
The Rock Creek Hills Citizens’ Association e-mail network, rchcanet, is for families of Rock Creek Hills. Founded in March 2000, rchcanet has about 70 members. We urge everyone in Rock Creek Hills with email access to sign up and participate, as it will allow information about the neighborhood, planned events, etc. to be easily disseminated to everyone in a timely manner. This communication forum is not intended to replace any existing communications – newsletters will continue to be sent and meetings will continue to be held.
The list is not moderated, that is no one reviews messages before they are posted. When individuals apply to join rchcanet (become members), we check to make sure they are families residing in Rock Creek Hills. Only members can post messages, receive messages, or review messages on the Yahoo Groups web site at http://groups.yahoo.com/group/rchcanet. The National Capitol Area, Montgomery County Office of the Red Cross is in desperate need of volunteers to shop for elderly residents in Wheaton/Silver Spring area. They contacted RCHCA to seek help in publicizing their program. The program covers grocery shopping for low-income elderly, age 60 and above, and disabled residents of Montgomery County. The service is free. The shopping is done on a weekly/bi weekly or monthly basis depending on the need of the client and the availability of the volunteer.
