Minutes of February 5, 2005

 

 

David Hall, President, called the meeting to order following the potluck dinner.

 

Election: An election will be held at the next meeting to determine the RCHCA Board for 2005.  David asked for volunteers for the Nominating Committee.

 

Old Business:

  1. Minutes of the October 13, 2004 meeting.

Motion:                       To approve the minutes of the May 12th 2004 meeting.

Vote:                           Approved

 

  1. Treasurer’s report was published in the winter newsletter

Motion:                       To approve the Treasurer’s Report, as published in the winter newsletter.

Vote:                           Approved

 

  1. Election – The proposed slate of officers for Rock Creek Hills Citizen’s Association was missing a candidate for president.  There was some discussion about the responsibilities associated with the office of president.

 

Joe Rosenberg noting that the vice‑president would act as president in absence of a president, agreed to run for president.  Shannon Hamm agreed to run for vice‑president.  The list of candidates was:

Secretary                      Mike Baker

Treasurer                      Robert MacDowall

The floor was open to additional nominees for any of the offices.  There were no additional nominees.

 

Motion:                       To elect the entire proposed slate of candidates to office.

Vote:                           Approved

 

4.      Rock Creek Covenants, Inc. is a separate organization responsible for enforcing the applicable covenants in Rock Creek Hills.

Motion:           Name the current Board of RCHCA as the Board of Rock Creek Hills Covenants, Inc.

Vote:               Approved.

 

  1. Committees – David Hall volunteered to chair the Legislative, Planning and Zoning Committee.

 

  1. Train Noise – We hope to hear in the next four to six weeks regarding the feasibility and appropriateness of a quiet zone at the Forest Glenn crossing.

 

New Business:

  1. Traffic

·        There is a petition in circulation requesting stop signs at the intersections of Old Spring and Elrod and Old Spring and East Bexhill.  Over 50 people have signed the petition.

·        We should work with DPWT to come up with a plan for all of Rock Creek Hills

·        The Transportation Committee’s survey showed agreement that there is a traffic problem in Rock Creek Hills.  There wasn’t a consensus as to how to address the problem

·        Suggest that the Transportation Committee ask the County Department of Public Works and Transportation to address traffic issues at the next RCHCA meeting.

Motion:                 RCHCA will request the appropriate County organization to conduct a traffic survey of all of Rock Creek Hills with the goal of managing traffic volume and speed in the neighborhood.

Vote:                     Approved

 

  1. There was brief discussion about houses in the neighborhood being torn down to allow construction of larger new homes.  The County doesn’t currently have any legislation dealing with ‘mansionization’.  The Legislative, Planning, and Zoning Committee will look into the issue.

 

  1. There was discussion about large parcels of land changing hands with very little notification.

 

  1. RCHCA will reach out to the Mormon Church regarding the proposed new water main.

 

  1. The latest information that was available on the proposed new Safeway is:

·        They are drilling test holes in the parking lot.

·        The anticipated start of construction is fall 2005.

·        Kensington First is attempting to get the property designated as historic.
