Rock Creek Hills Citizens’ Association Meeting
January 25, 2003
Marty Durbin, President, called the meeting to order.
Announcements:
Ø New neighbors were introduced and welcomed.
Ø Holiday Decoration Awards were announced.
Old Business:
1. Minutes
Motion: Approve minutes of the October 9, 2002 meeting.
Vote: Approved.
2. Treasurer’s report
Motion: Accept the Treasurer’s report.
Vote: Approved.
3. Elections to the Rock Creek Hills Citizens Association board. The members of the 2002 Board offered to serve again. The floor was opened for any additional nominations. No additional nominations were received.
The nominees for the 2003 Board are:
· Marty Durbin – President
· Joe Rosenberg – Vice‑President
· Deanna Marcum – Treasurer
· Mike Baker – Secretary
Vote: Approved.
4. Rock Creek Covenants, Inc. is a separate organization responsible for enforcing the applicable covenants in Rock Creek Hills.
Motion: Name the current Board of RCHCA as the Board of Rock Creek Hills Covenants, Inc.
Vote: Approved.
Guest Speaker: AlCarr, Member Town of Kensington Town Council
Al discussed traffic and safety concerns, which are shared by the Town of Kensington and RCHCA. Some of the topics covered were:
· Increased dialogue between the Town of Kensington and RCHCA
· Plans to repave Kensington Parkway in the Town of Kensington
· Speeding and Cut‑thru‑traffic – The Town of Kensington is considering hiring a Montgomery County Police Officer to enforce traffic regulations.
· The Town of Kensington is considering hiring a professional traffic consultant.
· The Town of Kensington is constantly talking to State and County officials regarding traffic and safety issues.
Old Business Continued:
5. Request for volunteers to staff committee’s.
· Alexa Freeman will serve as Transportation Liason.
· Steve Steinberg will continue to serve as Police Liaison. (Confirmed after the meeting.)
· Need someone to serve as liaison with Park & Planning Commission.
· Would like a volunteer to serve as Chair of the Covenants Committee.
6. Covenants Report
One request has been approved, since the newsletter. The request is to convert an enclosed porch into a room, and to add a deck at 9904 East Bexhill Drive.
7. Updates:
· The Coalition of Kensington Communities will be meeting with Tom Perez, County Council member for District 5 to discuss concerns.
· New regulations regarding railroad crossing quiet zones may be issued in the first quarter of 2003.
8. Directory update:
RCHCA plans to publish an updated directory in the spring of 2003. Ad space for the back cover (inside and out) was sold via auction. Walker Simpson (Creative Concrete Corp.) will have the outside back cover with a winning bid of $225. Howard Morin (Pardoe Real Estate) will have the inside back cover with a winning bid of $156.
New Business:
1. The “Inner Purple Line” proposals were discussed briefly. The “Inner Purple Line” may have significant impact on Rock Creek Hills.
2. Calendar for 2003:
May 14, 2003 RCHCA Meeting
September ??, 2003 Concert in the Park
October 8, 2003 RCHCA Meeting
October 26, 2003 Halloween Parade and Picnic
The final date for the Concert in the Park will be selected after the Redskins schedule is published.
