Marty Durbin, President, called the meeting to order.

Announcements:
v The start time for the Halloween parade/pot luck is changed to noon.
Guest Speakers:
1. Tom Castleberry, Safeway – Plans for replacing the existing Safeway on Connecticut Avenue
Tom and Allen Mushinsky from MR&A Architects, the principal
architects for the project, presented the proposed design for the new Safeway
store and answered questions. Some highlights of the discussion were:
· The store will probably be closed for one year. Safeway anticipates a December 2002 or January 2003 building permit with construction starting in the summer 2003. Safeway does not expect there to be any public review.
· All customer services will be on one level. Some parking, deliveries, the bakery, etc. will be on the lower level. Elevators, escalators, and stairs will be available between levels.
· An estimated 100 parking spaces will be at ground level, with approximately 168 in the garage. The entrance to the garage will be level with Armory Street.
· Traffic concern is an issue, but they do not expect it to be significantly worse than now.
· There was discussion of the proposed in store coffee shop, cleaners, and bank. Safeway will determine which services will be provided at the store.
2. Al Carr – Kensington Town Council
· The Town of Kensington is planning on repaving Kensington Parkway next summer.
· Related to the repaving, there is interest in traffic calming measures, pedestrian improvements and a bike path from Rock Creek Park to the train station.

3. Covenants were discussed briefly
· Nearly all residences west of Stoneybrook Drive have covenants.
· Home businesses are prohibited, except for home day care.
· If you don’t have a copy of your covenants, please contact Marty Durbin or Bonnie Bird.
· If you have covenants on your property and are planning on making changes:
a. Please provide a copy of your plans to Rock Creek Hills Covenants, Inc. (Marty Durbin, Bonnie Bird, or another Board member).
b. Please notify your neighbors. Neighbors do not have a veto right, but should be informed of changes.
c. We plan on posting a checklist on the web site (www.rchca.org) to help expedite the process.
New Business:
1. We are planning on updating the neighborhood directory in spring 2003.
2. We need volunteers for committees and special projects (e.g. Rock Creek Hills Park and traffic).
3. Until the final regulations are issued by the Federal Railroad Administration, there is nothing to report on the issue of train noise related to the crossings. The final regulations may be issued before the end of 2002.
