Minutes of May 8, 2002
Marty Durbin, President, called the meeting to order.
Announcements:
Ø Several candidates for political office will address the meeting; however this is not an endorsement.
Old Business:
Motion: Approve minutes of the January 26, 2002 meeting.
Vote: Approved.
Motion: Accept the Treasurer’s report.
Vote: Approved.
3. Covenants report was presented by Bonnie Bird. Recent improvements, which have been approved are:
· 9809 Haverhill Drive
· 9700 Old Spring Road
Discussion of the covenants covered the following topics.
· Specific covenants assigned to a property and the generalization the Community Directory and on the web site
· What laws supercede the covenants?
· Definition of a business
Motion: That the Board shall send out an errata sheet notifying members of the community of errors on the covenants page (page 8) of the Community Directory and errors and potentially confusing language in the recent newsletter regarding covenants. The errata sheet shall further inform the community members that they must comply with the covenants that apply to their property and that corrected clarifying information will be sent out by the Board in the near future.
Vote: Approved
4. An update on the activities of the Coalition of Kensington Communities was provided by Shannon Hamm.
Motion: That RCHCA support the Coalition of Kensington Communities via a one-time donation of up to $200 to the Coalition of Kensington Communities. The donation is to be used for incidental expenses (e.g., photocopying).
Vote: Approved
New Business:
1. Joe Rosenberg provided an update on the status of a request for a quiet zone to reduce the train horn noise. Extensive discussion followed.
Motion: Rock Creek Hills Citizen’s Association expresses our support for public officials to consider the feasibility and appropriateness of establishing a “quiet zone” at the Forest Glen Crossing intersection, once the pending Federal Railroad Administration regulations have been promulgated.
Vote: Approved
The new business portion of the meeting was interrupted to allow the guest speakers to speak on schedule.
2. Beautification of the traffic triangles within the neighborhood was briefly discussed. Some of the suggestions that were made are for families near a triangle to “adopt” the triangle, and to survey residents to find the level of interest in maintaining the triangles. In addition, Sam Statland will contact the SHA and the Board will follow-up with the proper officials in an effort to get the triangles mowed.
