Minutes of January 26, 2002

Shannon Hamm, President, called the meeting to order.

Announcements:

Ř   New neighbors were introduced and welcomed.

Ř   Holiday Decoration Awards were announced.

 Old Business:

  1. Minutes

Motion:           Approve minutes of the October 10, 2001 meeting.

Vote:               Approved.

  1. Treasurer’s report by Deanna Marcum – Deanna summarized RCHCA expenses, and presented the information based on categories of spending.

Motion:           Accept the Treasurer’s report.

Vote:               Approved.

3.      Shannon Hamm and Sam Statland summarized the results of the Beltway sound barrier study.  The study concluded that a sound barrier to reduce the noise impact on residents of RCHCA is cost prohibitive, based on a cost per residence impacted basis.  A copy of the study will be placed on the RCHCA web site (www.RCHCA.org), once it is received.

A traffic study will be conducted on Knowles Avenue and Strathmore Avenue

4.      Elections to the Rock Creek Hills Citizens Association board.  The nominees were:

·        Marty Durbin – President

·        Joe Rosenberg – Vice‑President

·        Deanna Marcum – Treasurer

·        Mike Baker – Secretary

The floor was opened for any additional nominations.  No additional nominations were received.

Vote:               Unanimous in favor of the above listed nominees.

Shannon Hamm will serve as Past President.

5.      Rock Creek Covenants, Inc. is a separate organization responsible for enforcing the applicable covenants in Rock Creek Hills.

Motion:           Name the current Board of RCHCA as the Board of Rock Creek Covenants, Inc.

Vote:               Unanimous in favor.

Note:  Rock Creek Hills II is a separate organization, which is not associated with RCHCA

New Business

1.      A proposal to raise the annual dues for membership in Rock Creek Hills Citizens Association from twenty‑five dollars per year to thirty‑five dollars was discussed.

Motion:           Raise the dues to thirty-five dollars per family per year with explicit language “If a family feels that they can’t afford thirty-five dollars, the dues are what you can afford.”

Vote:               Passed with three dissenting votes.

2.      Shannon Hamm described the purpose of the newly formed Coalition of Kensington Communities (CKC), and invited additional participation.  One of the activities that CKC is working on is the reopening of the gym at the Housing Opportunities Commission building on Detrick Avenue.  The gym is currently being used as a storage room.

3.      Sam Statland presented information regarding the proposed conversion of CareFirst from non‑profit to for‑profit.  CareFirst is the largest health care provider in Maryland.  Sam presented a brief history of CareFirst and reasons for opposing its conversion to for‑profit.

4.      There is interest in RCHCA sponsoring a candidate’s forum.

5.      Joe Rosenberg provided a brief update on the petition for a quiet zone at the Forest Glen CSX railroad crossing.
