Rock Creek Hills Citizens Association Meeting

January 27, 2001

Shannon Hamm, President, called the meeting to order.

Announcements:

Ø   New neighbors were introduced and welcomed.

Ø   A new directory is planned for Early 2001.  Please provide any updates to the current directory.

Ø   The e‑group is available to provide neighborhood information.

Ø   Holiday Decoration Awards were announced.

 

Old Business:

  1. Minutes

Motion: Approve minutes of the October 11, 2000 meeting.

Vote:  Approved.

 

  1. Treasurer’s report by Deanna Marcum:

Motion: Accept the Treasurer’s report.

Vote:  Approved

 

3.      Elections to the Rock Creek Hills Citizens Association board.  The nominees were:

·        Shannon Hamm – President

·        Mark Schweizer – Vice‑President

·        Deanna and Tom Marcum – Treasurer

·        Mike Baker – Secretary

The floor was opened for any additional nominations.  No additional nominations were received.

Vote: Unanimous in favor of the above listed nominees.

 

4.      Motion: Name the current Board of RCHCA as the Board of Rock Creek Covenants, Inc.

Vote:            Unanimous in favor.

 

 

New Business:

 

1.      Joe Rosenburg presented information about how the community can ask for a quiet zone, in a follow‑up to the discussion on train noise at the October 2000 meeting.  Trains are required to sound their horn/whistle when approaching at grade crossings, unless specific conditions are met to prevent accidents.  The initial steps in requesting a quiet zone have been made.

No action will be taken without a public hearing.

 

2.      There was a report of noisy activities on the Mormon Church property prior to 7 AM.  It was suggested that they contact the director of the Mormon Temple Visitors Center.  In addition, the County has noise abatement rules.  The following links provide additional information.

3.      Clark Ellis asked that the association request that the Town of Kensington temporarily remove the restriction on left turns onto Kent Street and Wake Drive.  The temporary removal would be for the period that the bridge on Stoneybrook Drive, crossing the CSX tracks, is closed.

Clark was asked to write a letter for the Boards review, and possible submission from the Board.  In addition, it was suggested that he attend one of the Town’s meetings and request the temporary change.

 

4.      Sam Stattler informed us that the results of the Beltway sound barrier study should be available in late February or early March.

 

5.      Covenants update by Mark Schweizer:

·        Rock Creek Covenants, Inc. would like to have the offensive sections (racial/religious) of the covenants removed.  These sections are not valid, but there very existence is offensive.  This effort would not attempt to standardize the covenants.

Motion: RCHCA undertake a study to remove the offensive sections from the covenants.

Vote:            Unanimous

 

6.      A house on Saul Road may be torn down to allow the construction of a new home.  RCHCA and RCC, Inc. wants to make sure that the neighbors are informed and that any changes comply with the covenants.

 

7.      There was some discussion of traffic calming, based on traffic on Barroll Lane.  It was mentioned that:

·        Any resident can request a sidewalk.

·        Speed humps require 80% of the residents on the street.

 

8.      Related to the proposal to remove offensive language in the covenants, it was suggested that the covenants be updated on the web site.

No action will be taken prior to the next meeting; however the web site does not have the exact language of the covenants.  The web site contains the principle provisions of the enforceable covenants.
